If you can read a decimal, like 0.08 (eight hundredths) you can write it as a fraction just as you say it, 8/100. With powers of ten, each zero in the denominator equals the number of decimal places. 8/100 has two zeros, thus it equals 0.08. You can also use a place value chart to help you read decimals.
